In Ubuntu 13.04, as already under 12.10 and 12.04, there is a notable screen tearing problem, when playing videos in fullscreen, using Intel HD 3000 graphics and Unity-Shell.
To resolve this issue, you’ll need CompizConfigSettingsManager:
sudo apt-get install compizconfig-settings-manager
After that, you have to add your videoplayer to the “Unredirect-Match”-List under “Composite”.

You can add the reqired entry with an graphical tool also. You’ll find this behind the ‘+’ button beside the input field (creenshot language is german, but layout should be the same).

By clicking on “Auswählen (propably select)”, you’ll start a selection tool. A click on the playback window will enter all needed settings.
